The Augusta we don't see during the Masters

When the world says Augusta -- breathy, whispery, church-of-golf Augusta -- the world always, always, means the 365 acres of this city that lie behind a 12-foot hedge of bamboo, pearlbush and red-tipped photinia. Say Augusta and the world always means one week among 52. Before commercial breaks, the CBS cameras linger in soft focus almost indiscreetly on shots of flugelhorn azalea blossoms. Those same cameras never pan to the horizon. For just beyond the privet hedge lies a world that doesn't comport with the carefully tended, Truman Show-Sponsored-By-AT&T Masters soundstage. Beyond lies a messy Augusta that can't be tamed to that precise, 3/8-inch height of the fairways.

Outside that hedge is an Augusta that is by turns squalid, handsome, proud, defeated, race-haunted, yearning, mired, God-fearing and frequently utterly exasperating.

National briefs

OCEANSIDE, Calif. - The Marines are banning any new, extra-large tattoos below the elbow or the knee, saying such body art is harmful to the Corps' spit-and-polish image.

Many Marines are not pleased. For them, getting a tattoo is a rite of passage. They commonly get their forearms inscribed to remember fallen comrades, combat tours or loved ones, and often ask for exotic designs that incorporate the Marine motto, Semper Fi, or "Always faithful."

Dozens of Marines from Camp Pendleton, the West Coast's biggest Marine base, made last-minute trips to tattoo parlors in nearby Oceanside before the ban kicked in.

Waterloo square approved

City council unanimously approved plans for a public square in uptown Waterloo, signalling an end to the divisive debate over parking in the city centre.

After more than three hours of public input, most in support of the square, councillors voted to accept a proposed design for the corner of King Street and Willis Way, in front of Waterloo Town Square.

Council approved the idea of a public square in September, but last night signed off on plans for a $1.97-million square that will replace 66 parking spaces. The plans include a $295,000 mechanized water wall, a portable skating rink and seating for a temporary stage.

Some uptown merchants had pushed the city to scrap plans for the square and repave the existing parking lot, worried that losing 66 parking spaces would drive customers to suburban malls.
